Iraq: Project Manager for War Victims Fund Project

About You: A driven and passionate mid-career professional looking to work alongside an inspiring, dynamic team of leading human rights workers. The candidate will have exceptional project management skills and embrace a collaborative, team approach to the work they do. This person has experience living and working in challenging operating environments and is eager to gain experience working on innovative human rights projects that support some of the most vulnerable people in Iraq and the Iraqi Kurdistan Region (IKR). The candidate must also have an interest in and understanding of helping to address the specific needs of the most vulnerable victims of conflict, including persons with war-related injuries, with disabilities, children, survivors of sexual and gender-based violence (SGBV), and ethnic and religious minorities, as well as advancing systemic improvement to compensation and services.

The Project: The goal of this 24-month Heartland Alliance International (HAI) Marla Ruzicka War Victims Fund project is to allow civilian victims of conflict, their families, and communities to access the necessary resources to recover in safety and dignity, and contribute to the rebuilding of a democratic, just and inclusive Iraqi state. The HAI led project consortium will advance three main objectives: Improve Iraqi war victims’ access to equitable government systems for compensation; improve quality and accessibility of integrated specialized services for victims of conflict (including legal and mental health and psychosocial support services); and protect the rights of children affected by conflict. The project will be implemented in Baghdad, Basra, Anbar and Ninewa.

Essential Duties and Responsibilities: The Project Manager will be based in the IKR and will have overall responsibility for program implementation, ensuring that all program activities will be implemented in line with the project work plan and in accordance with HAI and the donor’s standards and requirements. The Project Manager will be responsible for technical oversight of all components of the project, including oversight of partner NGOs.

Program Implementation, Oversight, and Development

Demonstrates the ability to manage a consortium and lead strategic planning, coordination, program development and evaluation

· Continually assesses and evaluates project implementation against project work plan, in collaboration with HAI team members and consortium partners; takes appropriate steps to ensure project is on track in meeting deliverable and spending

· Monitors project goals and partner activities and reports to ensure project success

· Organizes and leads coordination meetings, training, round tables, work groups, and other events · Develops and monitors work plans, budgets, and progress reports in a timely manner as required by HAI, donors, and partners

· Manages, supports, and collaborates with the project consortium partners

· Maintains relationships with current and potential funding sponsors, and networks with other human rights non-governmental organizations (international and local)

· Understands organizational and strategic implications of decisions

· Ability to responsibly manage organizational resources

· Ability to define problems, collect data, establish facts, synthesize complex or diverse information, and draw valid conclusions

Communication and Monitoring & Evaluation (M&E)

· Has an ability to foster effective communication and teamwork with staff from a range of economic, cultural, ethnic, and social groups

· Leads the project consortium with two other international NGOs and provides regular feedback, guidance and direction to the teams.

· Represents HAI to NGO partners, government officials, funding sources, other partners, beneficiaries, and at conferences, meetings, and other outreach opportunities

· Represents HAI and the consortium in relevant cluster coordination meetings.

· Ensures M&E activities and all reporting meet HAI’s standards, and are completed on schedule

· Develops, reviews, and finalizes program monthly, quarterly, and annual project reports in English

Financial Management and Grant Oversight

· Responsible for implementing activities in accordance with project or activity budgets

· Responsible for developing financial spending plans, monitoring pipelines and tracking project spending rates.

· Consults with Director of Finance regarding best practices for financial administration of project work

· Monitors grant agreements and sub-agreements for project consortium partners

· Works with Project consortium partners and Director of Finance to monitor budget and revise budgets, as needed

Relationships:

· Reports to Deputy Country Director

· Collaborates closely with Project team members on a daily basis

· Provides support and coordinates with project consortium partners throughout Iraq and IKR

· Communicates, as needed, with HAI Headquarters leadership and support staff

Education and Experience:

Bachelor’s degree (Master’s preferred) in International Relations or related field preferred (such as Human Rights/Social Justice, Political Science, Economics, Multicultural Communication, Social Work, or Law (JD)), plus 5-to-7 years of relevant projectmanagement experience with an international human rights organization

· Demonstrated success in project, financial, and staff and partner management, program M&E systems, and report writing (in English)

· Proven ability to calmly, professionally, and successfully manage multiple priorities

· Experience working with NGOs, the UN, USAID, or other U.S. Government agencies

· Experience working in developing countries and disaster/conflict environments, including diverse cultural and linguistic settings

· Knowledge and understanding of M&E concepts

· Knowledge and understanding of the unique, complex operating environment in the Middle East, especially in Iraq and the IKR

· Experience with Windows platform, including Word, PowerPoint, Excel, etc.

· Excellent oral communication skills and ability to mediate to gain consensus among staff, project partners, and other key stakeholders

· Excellent negotiation and relationship management skills, with the ability to proactively problem solve and find solutions

· Demonstrates initiative and is comfortable working in a group, as well as independently

· Ability to reside and travel within the IKR and Iraq; ability to provide clear direction and management for remote staff throughout Iraq

Language: English fluency, including reading, writing, and speaking required. Excellent English writing ability required; knowledge of Arabic and/or Kurdish is a plus.

Resilience: This project will address very difficult and sensitive social issues. Interested applicants should have a strong commitment to addressing human rights for communities that have experienced extreme violence during the recent conflict with cultural sensitivity, respect, and confidentiality.

Location: Heartland Alliance International’s Iraq program is headquartered in Sulaymaniyah, a city of nearly one million people in northern Iraq’s Kurdistan Region. This position will be based in Erbil, and will require site visits to project implementation areas.
