Iraq: Monitoring & Evaluation Manager

Join Heartland Alliance International’s Iraq Team to provide the essential program support necessary to implement HAI’s innovative programs serving marginalized and vulnerable communities.

Summary: This position will support a culture and practice of high‐quality design, monitoring, evaluation, and learning (DMEL) for HAI’s Iraq office. Primary responsibilities include developing and overseeing monitoring and evaluation (M&E) systems and events; building the capacity of HAI staff in M&E; and promoting learning processes both internally and externally. The position will ensure that DMEL systems and capacity building are established and implemented to advance and embody HAI’s mission and human rights principles.

Essential Duties and Responsibilities

Management and Supervision

· Serve as a focal point for M&E in HAI’s Iraq’s office, coordinating M&E implementation, capacity building, sharing and learning

· Facilitate quarterly reflection meetings with project and partner staff to review project data, identify challenges with project implementation and monitoring, and plan for corrective adjustments

· Oversight of project sites to ensure established data protocols have been implemented.

· Provide ongoing management, coaching and supervision to all M&E support staff, including partner staff

· Coordinate the flow of information from the Iraq office to HAI’s Chicago office

DMEL System Building

· Design and/or adapt monitoring, evaluation, and learning tools appropriate to HAI’s projects

· Ensure project‐based DMEL systems in HAI’s Iraq office comply with HAI’s DMEL standards to enable the collection, analysis, and reporting of project data and to ensure organizational learning and accountability in all activities, including quality management;

Data and Information Management

· Support the roll-out of a Salesforce-based case management and data solution/M&E systems in HAI Iraq Office

· Document emerging needs for the data solution and share with management for decision making

· Conduct data quality audits of the data submitted by partners and train partner focal points on observed gaps/best practices for correction or replication

· Support partner training on mobile data collection tools to ensure effective and efficient use on data collection and service provision

Direct Technical Assistance to Projects

· Conduct real-time analysis of project data with Project Managers to inform project implementation and organizational learning

· Provide technical assistance to project and partner staff on implementing project‐based DMEL, ensuring compliance with HAI and donor requirements

· Assist in the preparation of internal and external project reporting, including monthly and quarterly project updates and final project reports

· With headquarters-based staff, lead, coordinate, and manage project evaluations, as needed

· Document findings and assist in capturing key lessons learned to share with internal and external audiences

· Routinely conduct DMEL quality control checks of HAI’s projects

· Train all project and partner staff on project‐based DMEL systems and tools at the beginning of implementation

· Provide routine refresher trainings to project and partner staff on project‐based DMEL systems and tools throughout implementation

· Support program management to develop training materials and conduct ad‐hoc training as needed

Other

· Support proposal development efforts, specifically with project design and developing M&E plans

· Prepare research reports, presentations, and academic articles based on evidence collected through HAI’s projects

· Represent HAI at in-country coordination meetings, external conferences and events

· Liaise with other HAI departments and implementing partners, as needed

· Other duties and responsibilities as assigned

Qualifications

Education and/or Experience:

· Master’s degree in social sciences or related field, or commensurate work experience

· Minimum of five years’ international experience in humanitarian relief, development and/or human rights work, preferably in the Middle East

· Experience supporting projects funded by the USG, UN, and other major donors

· Experience with Mobile data collection and management platforms such as Taro works (ONA, KoBo Tool box etc.) and salesforce (Access, SQL)

Skills:

· Detailed knowledge of project design, monitoring and evaluation tools and processes

· Experience conducting and managing evaluations and assessments in low‐resource countries

· Highly proficient at qualitative and quantitative data analysis

· Demonstrated ability to train staff and implementing partners on M&E concepts, tools, and processes

· Experience leading organizational learning events

Language Skills:

· Excellent oral, reading, and written English communication skills

· Knowledge of Kurdish and/or Arabic preferred

· Demonstrated competency in public speaking

Computer Skills:

· Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems

· High proficiency in Excel, SPSS, or another statistical analysis software

· Other software routinely used by Heartland Alliance

Heartland Alliance International’s Iraq program is headquartered in Erbil and Sulaymaniyah, in northern Iraq’s Kurdistan Region (IKR), which is known for its relative safety and security.
