United States of America: Consultant - Research/Scan of the field of Trauma-Informed Mental Health

A.Organizational Background

Heartland Alliance International (HAI) is the youngest and fastest growing part of Heartland Alliance for Human Needs & Human Rights, which is a family of organizations that has been leading anti-poverty and social justice work in Chicago for more than 125 years. HAI is comprised of nearly a dozen country offices operating programs on a broad range of human rights issues globally as well as the Chicago-based Marjorie Kovler Center for the Treatment of Survivors of Torture, which serves individuals from more than 50 countries. HAI is making significant investments in its programming and leadership in the fields of trauma-informed mental health care and access to justice for marginalized people. It is also an industry leader in access to high-quality and stigma-free health care. Across all of its programs, HAI promotes progressive, innovative approaches to human rights protection and gender equality.

B.Project Background

HAI is currently in its first year of implementation of an ambitious five-year strategic plan. One important step to ensuring HAI can expand its reach and impact in the field of trauma-informed mental health care, is a more careful and detailed understanding of the field within which the organization plans to operate. To support this effort, HAI is seeking a consultant to gather and analyze information about the following: the programmatic focus and scope of INGOs and other stakeholders currently implementing international mental health programming; any unmet needs or gaps in the provision of these services in terms of population, methodology, or geography; and the resources available for mental health programming including donor agencies and size of awards. HAI then plans to analyze this information and identify conclusions and recommendations based on this information.

In response to the above identified need, HAI is seeking a consultant to complete an “environmental scan” of the field of international trauma-informed mental health programming, to include the components laid out above.

C.Final Deliverables

· Carefully-researched, detailed, 3-4 page environmental scan document, including relevant conclusions and recommendations

· A detailed summary of the mental health work being done by other organizations in the field, including a breakdown of key program areas/interventions

D.Desired Qualifications

The Contractor should possess the following qualifications:

· Fluency in English, with outstanding English writing skills;

· Experience working in international mental health with preference for experience with the trauma-related mental health field;

· Demonstrated international program experience; familiarity with major international donors including US government and European funding agencies, the UN, and major foundations;

· Demonstrated ability to summarize findings and provide concise analysis to inform concise conclusions and recommendations

· Master’s degree in clinical social work or a PsyD or PhD in psychology preferred
