Join Heartland Alliance International (HAI) and our Enterprise Risk Management (ERM) headquarters’ team to assess, strengthen, and implement our global security infrastructure and systems to support programs addressing some of the world’s most complex human rights challenges.

Essential Duties and Responsibilities

The Global Security Manager will work within a matrixed organizational structure to assess, strengthen and ensure effective implementation of our global security infrastructure and systems with the following key essential duties and responsibilities:

Safety and Security Leadership

  • Serve as a member of the HA Safety and Security Steering Committee.
  • Work in collaboration with leaders across HAI, ERM and the Safety and Security Steering Committee to help foster a proactive and forward thinking approach to safety and security.
  • Lend security and research expertise to developing security issues or concerns
  • Assist The ERM in development training plans, strategies and content.

HAI Security Program Management

  • Directly oversee the HAI security program by providing guidance on HAI’s security systems, protocols and plans for all program locations with special attention provided to high-risk locations or programs that support marginalized populations who may be targeted because of their legal status, nationality, gender identity, sexual orientation, or other factors to reduce both staff and participant risks.
  • Conduct security briefings with HA/HAI staff, board members or key stakeholders prior to all international travel.
  • Provide guidance and direct support to manage all HAI security incidents when they occur from the moment an incident occurs through a final after action report.
  • Assess HAI’s current security infrastructure and systems based on industry best practices, HAI’s duty of care to employees, and considerations of risk and prevention. Propose and implement changes to HAI’s security systems according to the assessment;
  • Travel to HAI country offices and locations as appropriate/needed to support office security planning, training and drills.
  • Cultivate local intel, partnerships and alliances with global NGO security networks and working groups to ensure our global security systems meet best practices and are responsive to consistently changing trends and political context;
  • Manage HAI’s security systems, including emergency contact information, security applications, and other databases;

Global Risk Assessment Tools and implementation

  • Develop a global risk assessment process for international geographic expansion and new program start-ups locations across HA.
  • Recommend risk management strategies to mitigate potential threats faced by staff members and participants. These strategies may include security augmentations, protocols, and training In partnership with risk assessments and security plans at each site on a regular basis.
  • Develop security plans based on completed security assessments of new locations.

Security and Safety Manual and Training Schedule Maintenance

  • Update HA’s Security Plan and Security Philosophy document as needed.
  • Create and store individual site security plans on the Intranet. Visit or call field teams to ensure the plans are distributed.
  • Work in collaboration with the HA Security Manager to strengthen the capacity of HA security focal points to build and implement site security plans.

Crisis Management

  • Develop an HA specific crisis management plan that includes bi-annual training and testing with executive leadership.
  • Implement recommendations and lessons learned found in the UC Crisis AAR. These include:
  • Develop internal communication protocols to alert executive, external communication, and risk management during crises.
  • Serve as a crisis team facilitator.
  • Draft after action reports with CRO as needed.

Qualifications

*Education and/or Experience:*

  • The selected candidate will have a minimum of 5 years of security management experience in an international non-governmental organization (NGO) or global corporation with a similar footprint;
  • Demonstrated experience managing security incidents in operating environments similar to HAI countries and programs;
  • Demonstrated experience in developing new or dramatically improving existing security systems;
  • Demonstrated professionalism and ability to maintain organizational confidentiality;
  • Strong written and oral communication skills, and demonstrated ability to write and clearly articulate ideas. Fluency in English essential. Oral or written language skills in French, Spanish or Arabic highly desirable.
  • Bachelor’s degree or higher in social sciences or related field, or commensurate work experience.
  • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems
