Summary: This position is responsible for helping to maintain the financial health of the Organization as directed by the Controller. This includes, but is not limited to, the handling of daily transactions, month-end closing tasks, year-end audit tasks, outside agency audit tasks, and other job-related duties as assigned. This position also is responsible for helping to create or change, implement, and enforce accounting policies and procedures as required to maintain the financial health of the Organization. This should be accomplished by having a thorough understand of Generally Accepted Accounting Principles (GAAP).
Essential Duties and Responsibilities:
- Monitors and maintains the General Ledger and the Cash Receipts Journal, Accounts Receivable Journal, Accounts Payable Journal, and Cash Disbursement Journal.
- Performs, monitors, and delegates duties related to the month-end close, year-end close, and outside agency audit tasks involving the Cash Receipts Journal, Accounts Receivable Journal, Accounts Payable Journal, and Cash Disbursement Journal.
- Prepares monthly financial package for the controller review.
- Prepares monthly reconciliation and analysis of balance sheet accounts.
- Establishes budgets and cost centers for individual program funding sources.
- Directly supports the development and ongoing management of standardized accounting practices and systems in the field, and at headquarters
- Assists the Controller in the planning and execution of statutory corporate and Program audits.
- Demonstrates a thorough understanding of contractual obligations and other pertinent matters as set forth in the business transactions of the organization.
- Monitors non-US based payroll transactions.
- Manages accounts receivable and program draws, including collections and analysis.
Assists with monitoring statutory, legal and organizational compliance with the procurement function.
Coordinates assembly and review of cost-share documentation.
Monitors payments to sub-grantees and ensures receipt and review of supporting documentation.
Manages special projects.
Performs other job-related duties as assigned.
Supervisory Responsibilities: The Assistant Controller is responsible for the overall direction, coordination, and evaluation of Accounting support staff. Further, the Assistant Controller carries out supervisory responsibilities in accordance with Heartland Alliance’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

- Education and/or Experience: Bachelor’s degree (B.A. or BS or international equivalent). Minimum of four years supervisory experience and six years of accounting experience with progressively increasing responsibilities. Experience with international accounting concepts, including foreign currencies. Must have at least three years of experience with UN, EU, and USAID, Department of State or other Federal agency funded program accounting. Field-based accounting experience with an International NGO is highly desirable. International NGO experience, especially in current and post-conflict regions also highly desired.
- Certificates, Licenses, Registrations: Recognition as a Certified Public Accountant (CPA) is a highly desirable qualification. May substitute a Master’s degree in Accounting, in lieu of certification
English Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from employees, regulatory agencies, or members of the business and financial communities. Ability to effectively present information to top management, public groups, and Board of Directors.
Foreign Language Skills: Fluency in a foreign language, especially French, Spanish or Arabic, is highly desirable.
Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Computer Skills: To perform this job successfully, an individual should have or be able and willing to acquire knowledge of Financial Edge, QuickBooks, and have advanced knowledge of Microsoft Office.
Travel: Ability to make international trips and work in situations of conflict with minimal physical amenities.
