Introduction

This position is being recruited as a position within Heartland Alliance with the purpose of supporting the business activities of Heartland Alliance Health (HAH). HAH, is the healthcare subsidiary of Heartland Alliance and was founded in 1985 as a Health Care for the Homeless demonstration project, funded by the Robert Wood Johnson Foundation and the Pew Charitable Trust. Today, it is a community health organization dedicated to addressing the lack of quality care for Chicago’s many disenfranchised populations, including people who are homeless, poor, HIV positive, mentally ill, addicted, and immigrants or refugees. Heartland Alliance Health services include primary care, mental health, oral health and substance use treatment. HAH believes everyone has a right to healthcare.

We are currently seeking an experienced Controller to join our fabulous team here at Heartland Alliance. The successful candidate will be technically proficient in accounting principles and have proven financial leadership in a healthcare environment. This is a key leadership position responsible for supporting the business needs for HAH, creating efficiencies and streamlining processes while providing consistency across the organization.

Summary: The Controller will assist the Chief Financial Officer in overseeing the financial reporting, budgeting, training, and risk management activities of Heartland Alliance Health. The Controller is responsible for maintaining fiscal records, providing financial information, preparing monthly financial reports, filing reports with regulatory agencies, managing financial risks and controls, preparing financial statements for audits, supporting the audit, conducting financial analyses, and making presentations to organization executives and board members. The Controller works within a team and health care environment engaging with the other Controllers and their staff, medical providers, organizational executives, and program management. The Controller reports directly to the Heartland Alliance Chief Financial Officer and has the secondary responsibilities to act in the absence of the CFO.

Essential Duties and Responsibilities:

•Lead and oversee the activities of the accounting staff to ensure the accurate and timely processing of all transaction cycles; Maintain an organizational structure and staffing to effectively accomplish the accounting team’s goals and objectives.

•Manage the selection, training, development, and performance evaluation of accounting staff, including a staff of accounting professionals.

•Maintain financial records in compliance with generally accepted accounting principles.

•Ensure timely completion and distribution of accurate financial records, monthly operating statements, financial reports, and analyses; make adjustments as necessary and highlight areas of concern

•Present financial reports and analyses to organization executives, Board of Directors, and finance committee.

•Provide financial insight, feedback, and advice in relation to organization’s strategic plan, growth, and expansion.

•Assist in change management and planning as value based care trends continue in industry while managing grants and fee for service payment mechanism.

•Assist in key components of Revenue Cycle Management of the health centers’ programs such as:sliding fee policy, fee schedule, guidance on collections. Complete or assist in completion of critical reporting such as Medicare and Medicaid Cost report and Uniform Data System reporting among others

•Provide program personnel with financial information sufficient to ensure compliance with local, state, and federal budgetary, contractual, and reporting requirements; effectively work with program personnel by providing timely financial information and analysis through group and individual meetings.

•Ensure compliance with government grant contracts and other regulations by ensuring the accurate and timely completion of financial reports and other filings.

•Assist with preparation of program budgets in accordance with funder guidelines. Lead completion of organization’s annual budget for management reporting.

•Protect organizational financial assets by establishing, implementing, monitoring, and enforcing internal controls, such as financial and accounting policies and procedures; provide recommendations for improvement.

•Establish or recommend to management: economic strategies, objectives, and financial policies

•Other duties as may be assigned.

Supervisory Responsibilities: Manages a team of five accountants in support of financial reporting,

•Education and/or Experience: Master’s degree in Accounting/Finance/Business and 8 years of progressive relevant experience with a minimum of 5 years’ experience in government and not-for-profit accounting experience

•Certified Public Accountant certification (CPA) is required

•Industry Experience: Healthcare finance experience with an understanding of medical billing and the managed care environment highly preferred. Additional experience of nonprofit accounting along with in-depth knowledge of the Uniform Guidance is desirable. Experience with health center/hospital revenue cycle management is a plus.

•Language Skills: Ability to read, analyze, and interpret accounting principles, government regulations, financial reports, and legal documents. Ability to respond to common inquiries or questions from management, staff, board members, auditors, and regulatory agencies. Ability to prepare and write narratives for financial analyses that conform to prescribed style and format in Microsoft Word, Excel, and PowerPoint. Ability to effectively present information to top management, staff, and Board members.

•Mathematical Skills: Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to work with mathematical concepts such as probability and statistical inference.

•Reasoning Ability: Strong analytical ability required. Ability to identify problems, ask questions, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

•Computer Skills: To perform this job successfully, an individual must be able to use Microsoft Word along with strong Microsoft Excel skills. The individual must have thorough knowledge of fund accounting software.
